全國生(sheng)(sheng)(sheng)態(tai)(tai)環(huan)境保(bao)護(hu)(hu)大(da)會(hui)(hui)(hui)于5月18日(ri)~19日(ri)在北京召(zhao)開(kai)。這是在社(she)(she)會(hui)(hui)(hui)主義建設新時(shi)代(dai)(dai)、我國社(she)(she)會(hui)(hui)(hui)主要(yao)矛盾新變化(hua)、組(zu)建生(sheng)(sheng)(sheng)態(tai)(tai)環(huan)境部新機構、全面建成小康社(she)(she)會(hui)(hui)(hui)堅(jian)決打(da)好(hao)污(wu)染防(fang)治攻(gong)堅(jian)戰新任(ren)務(wu)、建設富(fu)強民(min)主文(wen)(wen)(wen)(wen)明(ming)(ming)(ming)和(he)(he)諧美麗社(she)(she)會(hui)(hui)(hui)主義現代(dai)(dai)化(hua)強國新目標背景下,具有歷(li)史性里程碑意義的(de)全國生(sheng)(sheng)(sheng)態(tai)(tai)環(huan)境保(bao)護(hu)(hu)大(da)會(hui)(hui)(hui)。大(da)會(hui)(hui)(hui)發(fa)出了新時(shi)代(dai)(dai)推進生(sheng)(sheng)(sheng)態(tai)(tai)文(wen)(wen)(wen)(wen)明(ming)(ming)(ming)建設的(de)最(zui)強音:習近(jin)平生(sheng)(sheng)(sheng)態(tai)(tai)文(wen)(wen)(wen)(wen)明(ming)(ming)(ming)思(si)想(xiang)是確保(bao)黨和(he)(he)國家生(sheng)(sheng)(sheng)態(tai)(tai)文(wen)(wen)(wen)(wen)明(ming)(ming)(ming)建設事業發(fa)展的(de)強大(da)思(si)想(xiang)武(wu)器、根(gen)本遵循和(he)(he)行動指(zhi)南。
一、習近平生態文明思想體現出黨的執政理念和執政方式的重大戰略創新 習近平總書記指出:“生(sheng)態(tai)文(wen)(wen)明建設是關系(xi)中華民族永續(xu)發展的根本大計。”這是關于生(sheng)態(tai)文(wen)(wen)明建設歷史地位(wei)、戰略(lve)地位(wei)新的宣示(shi),推動(dong)全社(she)會(hui)在(zai)生(sheng)態(tai)文(wen)(wen)明建設戰略(lve)地位(wei)的基本認知上發生(sheng)根本性(xing)、歷史性(xing)、民族性(xing)和全局(ju)性(xing)的變化。 黨的(de)十八大(da)以來,習近平(ping)(ping)總(zong)書記(ji)就生(sheng)態(tai)文(wen)明(ming)建設(she)(she)的(de)戰(zhan)略(lve)地位做(zuo)出(chu)了一(yi)系(xi)列(lie)重要論述。2013年7月,習近平(ping)(ping)總(zong)書記(ji)在致生(sheng)態(tai)文(wen)明(ming)貴陽(yang)國(guo)(guo)際論壇年會的(de)賀信中指(zhi)(zhi)出(chu):“走向生(sheng)態(tai)文(wen)明(ming)新時代,建設(she)(she)美麗(li)中國(guo)(guo),是實(shi)現(xian)中華民族偉大(da)復興的(de)中國(guo)(guo)夢的(de)重要內(nei)容。”2016年12月,習近平(ping)(ping)總(zong)書記(ji)對在浙江湖州召開的(de)全(quan)國(guo)(guo)生(sheng)態(tai)文(wen)明(ming)建設(she)(she)工(gong)作推進會作出(chu)重要指(zhi)(zhi)示(shi)強(qiang)調(diao):“生(sheng)態(tai)文(wen)明(ming)建設(she)(she)是‘五位一(yi)體(ti)’總(zong)體(ti)布局(ju)和‘四(si)個全(quan)面(mian)’戰(zhan)略(lve)布局(ju)的(de)重要內(nei)容。”2017年10月,習近平(ping)(ping)總(zong)書記(ji)在黨的(de)十九大(da)報告中指(zhi)(zhi)出(chu):“建設(she)(she)生(sheng)態(tai)文(wen)明(ming)是中華民族永續發(fa)展(zhan)的(de)千年大(da)計。” 可(ke)以說,“生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)與(yu)(yu)中國夢”范疇論(lun),凸(tu)顯(xian)(xian)了(le)生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)建(jian)設(she)的(de)戰(zhan)(zhan)略(lve)(lve)使命、為什(shen)么(me)建(jian)設(she)生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)的(de)問(wen)題(ti),即建(jian)設(she)富強民主文(wen)明(ming)(ming)(ming)(ming)和諧美麗的(de)社會主義(yi)現(xian)代化強國;“生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)與(yu)(yu)五位一體(ti)”總體(ti)布(bu)局論(lun),凸(tu)顯(xian)(xian)了(le)生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)建(jian)設(she)的(de)戰(zhan)(zhan)略(lve)(lve)地位、如何認識(shi)什(shen)么(me)是社會主義(yi)、全(quan)面發展作(zuo)為社會主義(yi)內在屬性的(de)問(wen)題(ti);“生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)與(yu)(yu)四個全(quan)面”戰(zhan)(zhan)略(lve)(lve)布(bu)局論(lun),凸(tu)顯(xian)(xian)了(le)怎樣建(jian)設(she)生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)、生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)建(jian)設(she)的(de)戰(zhan)(zhan)略(lve)(lve)舉措、方法論(lun)、實(shi)踐論(lun)、領導力量和領導核(he)心的(de)問(wen)題(ti);從千年大計(ji)到根本大計(ji),極大凸(tu)顯(xian)(xian)和昭示出生(sheng)(sheng)態(tai)(tai)文(wen)明(ming)(ming)(ming)(ming)對中華文(wen)明(ming)(ming)(ming)(ming)悠久燦爛歷史文(wen)明(ming)(ming)(ming)(ming)傳(chuan)承和發展、實(shi)現(xian)中華民族偉大復興的(de)歷史和時代重任。 誠(cheng)然(ran),保護生(sheng)態環(huan)境(jing)已(yi)成(cheng)為全球共(gong)識,但把生(sheng)態文明(ming)建(jian)設以如此之高的(de)(de)(de)(de)歷史地(di)位(wei)和戰略(lve)地(di)位(wei),確立為一個執政黨的(de)(de)(de)(de)行動(dong)綱領,是中國共(gong)產黨執政方(fang)式的(de)(de)(de)(de)鮮明(ming)特色。生(sheng)態文明(ming)建(jian)設在(zai)社(she)會主義(yi)建(jian)設事業中的(de)(de)(de)(de)地(di)位(wei)發生(sheng)了根本(ben)性(xing)和歷史性(xing)的(de)(de)(de)(de)變化,中國共(gong)產黨的(de)(de)(de)(de)執政理念和執政方(fang)式已(yi)經進入新的(de)(de)(de)(de)理論和實(shi)踐境(jing)界。 二、習近平生態文明思想首次提出“生態文明體系”,勾勒和繪就了美麗中國總藍圖 習近平總書(shu)記首次(ci)提(ti)出要加(jia)快構(gou)建生(sheng)(sheng)態文(wen)(wen)明體(ti)(ti)(ti)系(xi)(xi),即以生(sheng)(sheng)態價值觀念為準(zhun)則的(de)(de)生(sheng)(sheng)態文(wen)(wen)化(hua)體(ti)(ti)(ti)系(xi)(xi),以產(chan)業生(sheng)(sheng)態化(hua)和生(sheng)(sheng)態產(chan)業化(hua)為主體(ti)(ti)(ti)的(de)(de)生(sheng)(sheng)態經濟(ji)體(ti)(ti)(ti)系(xi)(xi),以改善生(sheng)(sheng)態環(huan)(huan)境質量為核(he)心(xin)的(de)(de)目標責任體(ti)(ti)(ti)系(xi)(xi),以治(zhi)理體(ti)(ti)(ti)系(xi)(xi)和治(zhi)理能力現(xian)代(dai)化(hua)為保障的(de)(de)生(sheng)(sheng)態文(wen)(wen)明制(zhi)度體(ti)(ti)(ti)系(xi)(xi),以生(sheng)(sheng)態系(xi)(xi)統良性循環(huan)(huan)和環(huan)(huan)境風險(xian)有(you)效防控為重(zhong)點的(de)(de)生(sheng)(sheng)態安全體(ti)(ti)(ti)系(xi)(xi)。 社會主義生態(tai)文明建(jian)設由思潮走向偉大(da)實踐(jian),由基(ji)(ji)本(ben)理(li)(li)念(nian)走向“五位一體(ti)(ti)”總體(ti)(ti)布局(ju)和“四個全(quan)面(mian)”戰略布局(ju),意義非(fei)常重(zhong)大(da)。但是(shi)仍然需(xu)要看到(dao),作(zuo)為工業(ye)文明發展到(dao)更高階段新的(de)文明形(xing)態(tai),當其(qi)以(yi)生態(tai)社會全(quan)面(mian)轉型(xing)的(de)形(xing)態(tai)出現,當其(qi)承(cheng)擔美麗中國建(jian)設的(de)歷史重(zhong)任,作(zuo)為社會形(xing)態(tai)全(quan)面(mian)構(gou)成要素(su)的(de)經濟基(ji)(ji)礎、產業(ye)基(ji)(ji)礎、國家治理(li)(li)、制度(du)建(jian)設、社會面(mian)貌、文化形(xing)態(tai),表現怎樣、如何(he)(he)轉型(xing)、以(yi)何(he)(he)種方式轉型(xing),這(zhe)都是(shi)需(xu)要不斷探索和完善的(de)重(zhong)大(da)理(li)(li)論和實踐(jian)課題。 習近平總(zong)書記首(shou)次提出“生(sheng)(sheng)態(tai)(tai)文(wen)(wen)(wen)明(ming)(ming)(ming)(ming)體系”,并明(ming)(ming)(ming)(ming)確生(sheng)(sheng)態(tai)(tai)文(wen)(wen)(wen)明(ming)(ming)(ming)(ming)體系的(de)豐富內(nei)涵,是經濟社會(hui)發展(zhan)向生(sheng)(sheng)態(tai)(tai)文(wen)(wen)(wen)明(ming)(ming)(ming)(ming)社會(hui)全(quan)面(mian)轉(zhuan)型的(de)重大發展(zhan)戰略,昭示(shi)我們建(jian)設(she)什么樣(yang)的(de)生(sheng)(sheng)態(tai)(tai)文(wen)(wen)(wen)明(ming)(ming)(ming)(ming)社會(hui),怎樣(yang)建(jian)設(she)生(sheng)(sheng)態(tai)(tai)文(wen)(wen)(wen)明(ming)(ming)(ming)(ming)社會(hui),清晰勾勒和(he)描繪(hui)出美麗中國總(zong)藍圖和(he)總(zong)藍圖下(xia)的(de)經濟、政治、文(wen)(wen)(wen)化和(he)社會(hui)各項建(jian)設(she)基本路徑。 第一,生(sheng)(sheng)(sheng)態(tai)(tai)(tai)經濟體(ti)系是基(ji)礎(chu),為生(sheng)(sheng)(sheng)態(tai)(tai)(tai)文明社(she)會(hui)建(jian)設(she)提供(gong)堅強(qiang)的物質基(ji)礎(chu)。即始(shi)終秉持“綠(lv)水青山就(jiu)是金山銀(yin)山”“保護生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)就(jiu)是保護生(sheng)(sheng)(sheng)產(chan)(chan)(chan)力、改(gai)善生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)就(jiu)是發(fa)(fa)展(zhan)(zhan)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)力”綠(lv)色發(fa)(fa)展(zhan)(zhan)觀(guan),始(shi)終堅持把生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)作(zuo)(zuo)為經濟社(she)會(hui)發(fa)(fa)展(zhan)(zhan)的內在要素和(he)(he)(he)內生(sheng)(sheng)(sheng)動力;始(shi)終把整個生(sheng)(sheng)(sheng)產(chan)(chan)(chan)過(guo)程(cheng)的綠(lv)色化、生(sheng)(sheng)(sheng)態(tai)(tai)(tai)化作(zuo)(zuo)為實現和(he)(he)(he)確保生(sheng)(sheng)(sheng)產(chan)(chan)(chan)活動結果(guo)綠(lv)色化和(he)(he)(he)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)化的途徑、約束和(he)(he)(he)保障,堅守“產(chan)(chan)(chan)業(ye)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)化和(he)(he)(he)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)產(chan)(chan)(chan)業(ye)化”“經濟生(sheng)(sheng)(sheng)態(tai)(tai)(tai)化和(he)(he)(he)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)經濟化”基(ji)本路徑。以(yi)供(gong)給側結構(gou)性改(gai)革為主(zhu)線(xian),實現傳統產(chan)(chan)(chan)業(ye)改(gai)造(zao)升(sheng)級和(he)(he)(he)發(fa)(fa)展(zhan)(zhan)的綠(lv)色化;以(yi)新發(fa)(fa)展(zhan)(zhan)理念為指(zhi)引,著力發(fa)(fa)展(zhan)(zhan)高效生(sheng)(sheng)(sheng)態(tai)(tai)(tai)農業(ye),大力發(fa)(fa)展(zhan)(zhan)現代服務業(ye),全(quan)面構(gou)筑綠(lv)色發(fa)(fa)展(zhan)(zhan)現代產(chan)(chan)(chan)業(ye)新體(ti)系。 第二,生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)(wen)明(ming)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)體(ti)(ti)系是(shi)保(bao)障(zhang)(zhang),為生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)(wen)明(ming)社(she)會(hui)建(jian)設體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)(zhi)創(chuang)新和(he)(he)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)創(chuang)新提供黨(dang)的意志基石(shi)、組織(zhi)保(bao)障(zhang)(zhang)和(he)(he)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)保(bao)障(zhang)(zhang)。習近平總書記強(qiang)調不(bu)斷深化和(he)(he)推進生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)(wen)明(ming)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)革(ge),加(jia)強(qiang)頂層設計,加(jia)強(qiang)科(ke)學政(zheng)績觀建(jian)設,加(jia)強(qiang)法(fa)治(zhi)和(he)(he)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)建(jian)設,劃定生(sheng)(sheng)(sheng)態(tai)紅(hong)線,建(jian)立責任追究(jiu)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)。他說,“再也不(bu)能簡單以國內生(sheng)(sheng)(sheng)產總值增長(chang)率(lv)來(lai)論英雄”,“最重要的是(shi)要完善(shan)經濟(ji)社(she)會(hui)發(fa)展考慮評價體(ti)(ti)系”,“只有實行最嚴格的制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)、最嚴密的法(fa)治(zhi),才能為生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)(wen)明(ming)建(jian)設提供可靠保(bao)障(zhang)(zhang)”。社(she)會(hui)主義正是(shi)通過(guo)社(she)會(hui)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)的變革(ge),改(gai)革(ge)和(he)(he)完善(shan)社(she)會(hui)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)和(he)(he)規范,從而形(xing)成(cheng)有利(li)于(yu)生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)(wen)明(ming)建(jian)設的體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)(zhi),為生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)(wen)明(ming)社(she)會(hui)構筑強(qiang)有力的上(shang)層建(jian)筑及其一系列(lie)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)和(he)(he)法(fa)治(zhi)保(bao)障(zhang)(zhang)。 第(di)三(san),生(sheng)(sheng)態(tai)(tai)文化(hua)建設是靈魂,為(wei)生(sheng)(sheng)態(tai)(tai)文明社會建設提供思想保(bao)證(zheng)、精神動力和智(zhi)力支(zhi)持。習近平(ping)總書記反復強調:“中(zhong)華(hua)文明傳承五千多年(nian),積淀了(le)豐富的生(sheng)(sheng)態(tai)(tai)智(zhi)慧”,要(yao)“像保(bao)護(hu)眼睛一樣保(bao)護(hu)生(sheng)(sheng)態(tai)(tai)環境(jing),像對待生(sheng)(sheng)命一樣對待生(sheng)(sheng)態(tai)(tai)環境(jing)”、要(yao)“集中(zhong)力量優先解決好細(xi)顆(ke)粒物、飲(yin)用(yong)水(shui)、土壤、重金屬、化(hua)學品等損害群眾健康的突出環境(jing)問題”。 第四(si),生態(tai)目(mu)標責任(ren)體系和生態(tai)安(an)(an)全體系是(shi)生態(tai)文明社(she)會(hui)建(jian)設的責任(ren)、動(dong)力和載體,是(shi)底線、上限(xian)和紅(hong)線。要從生態(tai)環境安(an)(an)全是(shi)國家安(an)(an)全重要組成部分,是(shi)經濟社(she)會(hui)持續健康發展(zhan)重要保障(zhang)的戰略高度,設定(ding)并嚴守資源(yuan)消(xiao)耗上限(xian)、環境質量底線、生態(tai)保護紅(hong)線,堅決(jue)打贏藍天(tian)保衛戰、深入實(shi)施水污染(ran)防治行動(dong)計(ji)劃(hua)、全面(mian)(mian)落(luo)實(shi)土(tu)壤污染(ran)防治行動(dong)計(ji)劃(hua),以空氣、水和土(tu)壤三大戰役為目(mu)標責任(ren),確(que)保全面(mian)(mian)建(jian)成小康社(she)會(hui)、打好污染(ran)防治攻(gong)堅戰。 三、習近平生態文明思想是科學完整的理論體系,為新時代生態文明建設擬定了基本原則 習(xi)近平(ping)總書記在全(quan)國生(sheng)態環(huan)境保(bao)(bao)護大會上(shang)指出,新時(shi)代(dai)推進生(sheng)態文(wen)明建設,必須堅持好若干(gan)基(ji)本原則,始終堅持和恪守(shou)人與(yu)自(zi)然和諧共(gong)生(sheng)、綠水青山(shan)就是(shi)金(jin)山(shan)銀(yin)山(shan)、良好生(sheng)態環(huan)境是(shi)最(zui)普惠的(de)民生(sheng)福祉、山(shan)水林田湖草(cao)是(shi)生(sheng)命共(gong)同體、用(yong)最(zui)嚴(yan)格制度最(zui)嚴(yan)密法治保(bao)(bao)護生(sheng)態環(huan)境、共(gong)謀(mou)全(quan)球生(sheng)態文(wen)明建設等。綜觀這些基(ji)本原則,無不(bu)與(yu)黨的(de)十八大以來(lai)習(xi)近平(ping)總書記關于生(sheng)態文(wen)明建設的(de)全(quan)部論(lun)述、科學論(lun)斷及其思(si)想內涵、內在邏輯相一致。 六、習近平生態文明思想是全球視野、全球眼光、胸懷人類命運共同體的開放體系,體現出強烈的大國擔當
