全(quan)國(guo)(guo)生(sheng)態環(huan)境(jing)保(bao)護(hu)(hu)大(da)會(hui)(hui)于5月18日~19日在(zai)北京召開。這是(shi)在(zai)社(she)會(hui)(hui)主義(yi)建(jian)設(she)新(xin)時(shi)代、我國(guo)(guo)社(she)會(hui)(hui)主要矛盾(dun)新(xin)變(bian)化、組建(jian)生(sheng)態環(huan)境(jing)部(bu)新(xin)機構、全(quan)面建(jian)成(cheng)小康(kang)社(she)會(hui)(hui)堅決打好污染防治攻堅戰(zhan)新(xin)任(ren)務、建(jian)設(she)富強民主文明和諧美(mei)麗社(she)會(hui)(hui)主義(yi)現代化強國(guo)(guo)新(xin)目標背景下,具有歷(li)史性里程(cheng)碑意(yi)義(yi)的(de)全(quan)國(guo)(guo)生(sheng)態環(huan)境(jing)保(bao)護(hu)(hu)大(da)會(hui)(hui)。大(da)會(hui)(hui)發出了新(xin)時(shi)代推(tui)進生(sheng)態文明建(jian)設(she)的(de)最(zui)強音:習近平(ping)生(sheng)態文明思(si)想是(shi)確保(bao)黨和國(guo)(guo)家(jia)生(sheng)態文明建(jian)設(she)事業發展的(de)強大(da)思(si)想武器、根本遵(zun)循和行動指南。
一、習近平生態文明思想體現出黨的執政理念和執政方式的重大戰略創新 習近平(ping)總書記指出:“生(sheng)態文(wen)明建(jian)設(she)是關系中華民族永續發(fa)展的根本(ben)(ben)大計。”這(zhe)是關于(yu)生(sheng)態文(wen)明建(jian)設(she)歷(li)史(shi)地(di)位(wei)、戰略地(di)位(wei)新的宣示,推動全(quan)社會在生(sheng)態文(wen)明建(jian)設(she)戰略地(di)位(wei)的基本(ben)(ben)認(ren)知上(shang)發(fa)生(sheng)根本(ben)(ben)性(xing)、歷(li)史(shi)性(xing)、民族性(xing)和全(quan)局性(xing)的變化(hua)。 黨的(de)十(shi)八大(da)以來(lai),習(xi)(xi)近平(ping)總(zong)書(shu)記(ji)就生態(tai)文(wen)(wen)(wen)明(ming)建設(she)(she)的(de)戰略(lve)地(di)位做出了一系列重要(yao)論(lun)述(shu)。2013年(nian)(nian)(nian)7月,習(xi)(xi)近平(ping)總(zong)書(shu)記(ji)在致生態(tai)文(wen)(wen)(wen)明(ming)貴陽國際(ji)論(lun)壇年(nian)(nian)(nian)會的(de)賀信中(zhong)指出:“走向生態(tai)文(wen)(wen)(wen)明(ming)新時代,建設(she)(she)美麗中(zhong)國,是(shi)實現中(zhong)華(hua)民(min)族偉大(da)復興的(de)中(zhong)國夢的(de)重要(yao)內(nei)容。”2016年(nian)(nian)(nian)12月,習(xi)(xi)近平(ping)總(zong)書(shu)記(ji)對在浙(zhe)江湖州(zhou)召(zhao)開的(de)全國生態(tai)文(wen)(wen)(wen)明(ming)建設(she)(she)工作(zuo)推進會作(zuo)出重要(yao)指示強調(diao):“生態(tai)文(wen)(wen)(wen)明(ming)建設(she)(she)是(shi)‘五位一體’總(zong)體布(bu)局和‘四個全面’戰略(lve)布(bu)局的(de)重要(yao)內(nei)容。”2017年(nian)(nian)(nian)10月,習(xi)(xi)近平(ping)總(zong)書(shu)記(ji)在黨的(de)十(shi)九大(da)報告中(zhong)指出:“建設(she)(she)生態(tai)文(wen)(wen)(wen)明(ming)是(shi)中(zhong)華(hua)民(min)族永續發展(zhan)的(de)千年(nian)(nian)(nian)大(da)計(ji)。” 可以說(shuo),“生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)與(yu)中國夢”范疇論(lun),凸(tu)顯了(le)生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)建(jian)設(she)的(de)戰(zhan)略(lve)使命、為什(shen)么建(jian)設(she)生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)的(de)問題(ti)(ti),即建(jian)設(she)富強民主(zhu)(zhu)文(wen)(wen)明(ming)(ming)(ming)和(he)諧美麗(li)的(de)社會主(zhu)(zhu)義(yi)現代化強國;“生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)與(yu)五位(wei)一體”總體布(bu)局論(lun),凸(tu)顯了(le)生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)建(jian)設(she)的(de)戰(zhan)略(lve)地位(wei)、如何認識什(shen)么是社會主(zhu)(zhu)義(yi)、全面(mian)發(fa)展作為社會主(zhu)(zhu)義(yi)內在(zai)屬性的(de)問題(ti)(ti);“生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)與(yu)四個全面(mian)”戰(zhan)略(lve)布(bu)局論(lun),凸(tu)顯了(le)怎樣建(jian)設(she)生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)、生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)建(jian)設(she)的(de)戰(zhan)略(lve)舉(ju)措、方法論(lun)、實踐(jian)論(lun)、領導力量和(he)領導核心(xin)的(de)問題(ti)(ti);從千年大(da)計到根本大(da)計,極大(da)凸(tu)顯和(he)昭(zhao)示出生(sheng)(sheng)(sheng)態(tai)文(wen)(wen)明(ming)(ming)(ming)對中華文(wen)(wen)明(ming)(ming)(ming)悠久(jiu)燦爛歷史文(wen)(wen)明(ming)(ming)(ming)傳承和(he)發(fa)展、實現中華民族偉大(da)復興的(de)歷史和(he)時代重任。 誠然,保護生(sheng)態環境(jing)(jing)已(yi)成為(wei)全球共識,但把生(sheng)態文明建設(she)以如此之(zhi)高(gao)的(de)(de)歷(li)史(shi)地位(wei)和戰(zhan)略地位(wei),確立為(wei)一個執(zhi)政(zheng)黨的(de)(de)行動綱領,是中(zhong)(zhong)國(guo)共產黨執(zhi)政(zheng)方式(shi)的(de)(de)鮮明特色(se)。生(sheng)態文明建設(she)在社(she)會主(zhu)義建設(she)事業中(zhong)(zhong)的(de)(de)地位(wei)發生(sheng)了根本性(xing)和歷(li)史(shi)性(xing)的(de)(de)變化(hua),中(zhong)(zhong)國(guo)共產黨的(de)(de)執(zhi)政(zheng)理念(nian)和執(zhi)政(zheng)方式(shi)已(yi)經(jing)進(jin)入新的(de)(de)理論和實踐境(jing)(jing)界。 二、習近平生態文明思想首次提出“生態文明體系”,勾勒和繪就了美麗中國總藍圖 習近平總書(shu)記(ji)首次提出要加快構建(jian)生(sheng)(sheng)態(tai)文(wen)明(ming)體(ti)(ti)(ti)系(xi),即以(yi)生(sheng)(sheng)態(tai)價值觀念(nian)為準則(ze)的(de)(de)生(sheng)(sheng)態(tai)文(wen)化(hua)(hua)(hua)體(ti)(ti)(ti)系(xi),以(yi)產業生(sheng)(sheng)態(tai)化(hua)(hua)(hua)和(he)(he)生(sheng)(sheng)態(tai)產業化(hua)(hua)(hua)為主體(ti)(ti)(ti)的(de)(de)生(sheng)(sheng)態(tai)經濟(ji)體(ti)(ti)(ti)系(xi),以(yi)改善生(sheng)(sheng)態(tai)環(huan)境質量為核心的(de)(de)目(mu)標(biao)責(ze)任體(ti)(ti)(ti)系(xi),以(yi)治(zhi)(zhi)理體(ti)(ti)(ti)系(xi)和(he)(he)治(zhi)(zhi)理能力現代化(hua)(hua)(hua)為保(bao)障的(de)(de)生(sheng)(sheng)態(tai)文(wen)明(ming)制度(du)體(ti)(ti)(ti)系(xi),以(yi)生(sheng)(sheng)態(tai)系(xi)統(tong)良性循(xun)環(huan)和(he)(he)環(huan)境風險(xian)有效防控為重點(dian)的(de)(de)生(sheng)(sheng)態(tai)安(an)全體(ti)(ti)(ti)系(xi)。 社會(hui)(hui)主義(yi)(yi)生態文(wen)明建設由(you)思潮走(zou)向偉大(da)實踐(jian)(jian),由(you)基本理念走(zou)向“五(wu)位一體”總體布(bu)局和(he)“四個全(quan)面”戰略(lve)布(bu)局,意(yi)義(yi)(yi)非常重(zhong)大(da)。但是仍然需(xu)要看到,作為(wei)工業(ye)(ye)文(wen)明發展到更(geng)高階段新(xin)的(de)文(wen)明形態,當其(qi)以(yi)(yi)生態社會(hui)(hui)全(quan)面轉(zhuan)型(xing)(xing)的(de)形態出現,當其(qi)承擔美麗中國(guo)建設的(de)歷(li)史重(zhong)任(ren),作為(wei)社會(hui)(hui)形態全(quan)面構成要素的(de)經濟基礎、產業(ye)(ye)基礎、國(guo)家治理、制(zhi)度建設、社會(hui)(hui)面貌、文(wen)化形態,表現怎樣、如何轉(zhuan)型(xing)(xing)、以(yi)(yi)何種方式轉(zhuan)型(xing)(xing),這都是需(xu)要不斷探(tan)索和(he)完(wan)善(shan)的(de)重(zhong)大(da)理論和(he)實踐(jian)(jian)課(ke)題。 習近(jin)平總書(shu)記首次(ci)提出(chu)“生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)(ming)體系(xi)”,并明(ming)(ming)確生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)(ming)體系(xi)的(de)豐富(fu)內(nei)涵,是(shi)經濟社會發展向生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)(ming)社會全面轉型的(de)重大(da)發展戰略,昭示我們(men)建(jian)設(she)什么(me)樣的(de)生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)(ming)社會,怎樣建(jian)設(she)生(sheng)(sheng)態(tai)(tai)文(wen)(wen)明(ming)(ming)社會,清晰(xi)勾勒(le)和描繪出(chu)美麗中國總藍(lan)圖和總藍(lan)圖下的(de)經濟、政治、文(wen)(wen)化和社會各項(xiang)建(jian)設(she)基本路徑。 第一,生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)經(jing)濟(ji)(ji)體系是(shi)基礎,為(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)文(wen)明(ming)社會建設提供(gong)堅強的(de)物質基礎。即始終秉持“綠水青山(shan)就是(shi)金山(shan)銀山(shan)”“保(bao)護生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環境(jing)(jing)(jing)就是(shi)保(bao)護生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)產力(li)、改(gai)善生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環境(jing)(jing)(jing)就是(shi)發(fa)展(zhan)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)產力(li)”綠色(se)發(fa)展(zhan)觀,始終堅持把生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)環境(jing)(jing)(jing)作為(wei)經(jing)濟(ji)(ji)社會發(fa)展(zhan)的(de)內在(zai)要素和內生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)動(dong)力(li);始終把整個生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)產過程的(de)綠色(se)化(hua)、生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)化(hua)作為(wei)實現和確保(bao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)產活動(dong)結(jie)果綠色(se)化(hua)和生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)化(hua)的(de)途(tu)徑、約束和保(bao)障,堅守“產業生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)化(hua)和生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)產業化(hua)”“經(jing)濟(ji)(ji)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)化(hua)和生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)經(jing)濟(ji)(ji)化(hua)”基本路徑。以供(gong)給側結(jie)構性改(gai)革(ge)為(wei)主線,實現傳統產業改(gai)造升級和發(fa)展(zhan)的(de)綠色(se)化(hua);以新發(fa)展(zhan)理念為(wei)指引(yin),著力(li)發(fa)展(zhan)高效生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)(tai)(tai)農業,大力(li)發(fa)展(zhan)現代(dai)服(fu)務(wu)業,全面構筑綠色(se)發(fa)展(zhan)現代(dai)產業新體系。 第二(er),生態(tai)(tai)(tai)文(wen)明(ming)制(zhi)度(du)(du)(du)(du)體(ti)(ti)(ti)系(xi)是(shi)保(bao)(bao)障,為(wei)生態(tai)(tai)(tai)文(wen)明(ming)社會(hui)(hui)(hui)建設(she)體(ti)(ti)(ti)制(zhi)機制(zhi)創新和(he)制(zhi)度(du)(du)(du)(du)創新提(ti)(ti)供黨的意志(zhi)基石、組(zu)織保(bao)(bao)障和(he)制(zhi)度(du)(du)(du)(du)保(bao)(bao)障。習近平總書記(ji)強(qiang)調(diao)不(bu)斷(duan)深(shen)化和(he)推進生態(tai)(tai)(tai)文(wen)明(ming)體(ti)(ti)(ti)制(zhi)改革,加強(qiang)頂層設(she)計,加強(qiang)科學政績觀建設(she),加強(qiang)法(fa)治(zhi)(zhi)和(he)制(zhi)度(du)(du)(du)(du)建設(she),劃定生態(tai)(tai)(tai)紅(hong)線,建立(li)責任追究制(zhi)度(du)(du)(du)(du)。他(ta)說,“再也不(bu)能簡單(dan)以國內生產總值增長率來論英雄”,“最(zui)重要的是(shi)要完(wan)善(shan)經(jing)濟社會(hui)(hui)(hui)發展考(kao)慮評價體(ti)(ti)(ti)系(xi)”,“只有實(shi)行最(zui)嚴格的制(zhi)度(du)(du)(du)(du)、最(zui)嚴密的法(fa)治(zhi)(zhi),才能為(wei)生態(tai)(tai)(tai)文(wen)明(ming)建設(she)提(ti)(ti)供可(ke)靠保(bao)(bao)障”。社會(hui)(hui)(hui)主義正是(shi)通過(guo)社會(hui)(hui)(hui)體(ti)(ti)(ti)制(zhi)的變革,改革和(he)完(wan)善(shan)社會(hui)(hui)(hui)制(zhi)度(du)(du)(du)(du)和(he)規范,從而形成有利于生態(tai)(tai)(tai)文(wen)明(ming)建設(she)的體(ti)(ti)(ti)制(zhi)機制(zhi),為(wei)生態(tai)(tai)(tai)文(wen)明(ming)社會(hui)(hui)(hui)構筑強(qiang)有力(li)的上層建筑及其一系(xi)列制(zhi)度(du)(du)(du)(du)和(he)法(fa)治(zhi)(zhi)保(bao)(bao)障。 第三,生(sheng)態文(wen)化(hua)建(jian)設是靈魂,為生(sheng)態文(wen)明社會(hui)建(jian)設提供思(si)想保證、精神動力(li)(li)和智力(li)(li)支持(chi)。習近平總書記反(fan)復強調:“中華文(wen)明傳承五千(qian)多年(nian),積淀(dian)了豐富的生(sheng)態智慧”,要“像保護眼睛一樣保護生(sheng)態環(huan)(huan)境(jing)(jing),像對待生(sheng)命一樣對待生(sheng)態環(huan)(huan)境(jing)(jing)”、要“集中力(li)(li)量優先解決(jue)好細顆粒(li)物、飲(yin)用水(shui)、土(tu)壤、重金屬(shu)、化(hua)學品等損害群眾健康的突(tu)出(chu)環(huan)(huan)境(jing)(jing)問(wen)題”。 第四(si),生(sheng)態(tai)目標(biao)責任(ren)體(ti)系和(he)(he)生(sheng)態(tai)安(an)(an)全(quan)體(ti)系是(shi)生(sheng)態(tai)文明社會建設(she)的(de)責任(ren)、動(dong)力(li)和(he)(he)載體(ti),是(shi)底線(xian)(xian)、上限(xian)和(he)(he)紅線(xian)(xian)。要從生(sheng)態(tai)環境(jing)安(an)(an)全(quan)是(shi)國(guo)家安(an)(an)全(quan)重要組(zu)成部分,是(shi)經濟(ji)社會持續健康(kang)發展(zhan)重要保障的(de)戰略(lve)高度,設(she)定并嚴守(shou)資源消耗上限(xian)、環境(jing)質量底線(xian)(xian)、生(sheng)態(tai)保護(hu)紅線(xian)(xian),堅(jian)(jian)決打(da)贏藍天保衛(wei)戰、深入實(shi)施水污染防治(zhi)行動(dong)計劃、全(quan)面(mian)落實(shi)土(tu)壤污染防治(zhi)行動(dong)計劃,以(yi)空氣、水和(he)(he)土(tu)壤三大(da)戰役為(wei)目標(biao)責任(ren),確(que)保全(quan)面(mian)建成小康(kang)社會、打(da)好污染防治(zhi)攻堅(jian)(jian)戰。 三、習近平生態文明思想是科學完整的理論體系,為新時代生態文明建設擬定了基本原則 習近平總書(shu)記在(zai)全國生(sheng)(sheng)態(tai)環境保護大(da)會上(shang)指出,新(xin)時代推進(jin)生(sheng)(sheng)態(tai)文明(ming)(ming)建(jian)(jian)(jian)設(she),必須堅持好若干基本原(yuan)則,始終堅持和(he)恪守人與自然和(he)諧共(gong)生(sheng)(sheng)、綠水青山就是(shi)金山銀(yin)山、良好生(sheng)(sheng)態(tai)環境是(shi)最普惠的(de)民生(sheng)(sheng)福祉、山水林田(tian)湖草是(shi)生(sheng)(sheng)命共(gong)同體、用最嚴格制度最嚴密(mi)法治保護生(sheng)(sheng)態(tai)環境、共(gong)謀全球(qiu)生(sheng)(sheng)態(tai)文明(ming)(ming)建(jian)(jian)(jian)設(she)等。綜觀這些(xie)基本原(yuan)則,無(wu)不與黨的(de)十八大(da)以來習近平總書(shu)記關于生(sheng)(sheng)態(tai)文明(ming)(ming)建(jian)(jian)(jian)設(she)的(de)全部論(lun)述、科學論(lun)斷(duan)及其思想內涵(han)、內在(zai)邏輯(ji)相一致。
